Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Capital funds budget authority and allotment in the amount of $181,512 from the
Department of General Services (DGS) to the Department of Parks and Recreation (DPR).
This request is to fund a chiller replacement at the Trinidad Recreation Center. Budget has been
appropriated in the DGS owned and implemented project, Critical System Replacement, for
emergency and planned critical system replacements to include mechanical, electrical, plumbing,
fire, and life safety. This reprogramming is necessary to fulfill the Office of the Chief Financial
Officer (OCFO) requirement that funding be reprogrammed to the project where the costs should
be incurred.
Capital budget in the amount of $181,512 will be reprogrammed from the following DGS owned

Capital budget is available to reprogram in the above-referenced project because funds have been
appropriated in this project for emergency and planned critical system replacements.
This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, multiple reprogrammings from the PL902C Critical System Replacement project have
already been approved this fiscal year which have resulted in a cumulative change of more than
$500,000 to the budget.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DGS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

Why are the funds available?
Funding is available, as they have been appropriated in PL902 for emergency and planned critical system
replacements (mechanical, electrical, plumbing, fire life and safety). The reprogramming is necessary to fulfill

the Office of the Chief Financial Officer requirements that funding is reprogrammed directly to the client
agency, rather than spent directly from the DGS capital budget.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
If this action is postponed, DGS will not be able to implement this critical chiller replacement at this recreation
center.
