Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2023 Special Purpose Revenue funds budget authority in the amount of
$1,556,920 within the Office of the Chief Financial Officer (OCFO). Budget authority is needed
to align anticipated expenditures with revised spending plans.
This action will reprogram budget authority from the Tax Administration Finance and Treasury
programs, Account 713200C (Contractual Services – Other), to the Financial and Systems
program, Accounts 713100C (Other Services and Charges) and 713200C (Contractual Services –
Other). Budget authority is available because of lower-than-anticipated contractual obligations.

This is to request a reprogramming of $1,556,920 in special purpose revenue funds (SPR) within
the Office of the Chief Financial Officer (OCFO). As shown on the attached, the funds will be
reprogrammed from various OCFO programs to ensure the budget is properly aligned with
anticipated expenditures.
Why are the funds needed?
The funds are needed to properly align agency expenditures within each program and SPR fund.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No, this reprogramming does not restore a budget cut authorized by the Mayor or Council.
How will the funds be reprogrammed?
The funds will be reprogrammed from SPR NPS budget in the Deeds Recordation and Central
Collections to SPR NPS budget in Health Benefits Fees and Other Post Employment Benefits.
Why are the funds available?
The available NPS funds are due to contractual spending that will be expensed at a lower amount
than planned.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
The OCFO will be unable to properly account for expenditures in each program.
What program, services or other purchases will be delayed as a result of the action and the
impact on the program or agency?
No programs, services, or other purchases will be delayed.
