Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L. 117-328), the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Capital
funds budget authority and allotment in the amount of $450,000 within the District of Columbia
Public Schools (DCPS).
This request is to reprogram $450,000 of capital budget to the Garnett Patterson STAY project
(AM0.YY1SGC.STAY @ GARNET-PATTERSON). As the project has progressed, it has
become evident that a great deal of the existing kitchen and HVAC equipment is in significantly
worse condition than the initial survey found, therefore, additional funding is required to replace
these items. Both projects impacted by this request are owned by DCPS and implemented by the
Department of General Services (DGS).

This reprogramming is below the $500,000 threshold amount requiring approval by
Council. However, another reprogramming impacting both projects has already been approved
this fiscal year, and this reprogramming will result in a cumulative change of more than $500,000
to the budget of these projects.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

This is a request to reprogram capital budget, in the amount of $450,000.00 for multiple capital
projects for DCPS (Owner AGY)/DGS (Implementing AGY).
Why are the funds needed?
This is a request to reprogram capital budget, in the amount of $450,000.00, to the Garnett
Patterson STAY project (AM0.YY1SGC.STAY @ GARNET-PATTERSON). As the project has
progressed, it has become evident that a great deal of the existing building kitchen and HVAC
equipment is in significantly worse condition than initial surveys found, and therefore additional
funding is required to replace these items.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
Funds will be reprogrammed FROM the following projects.

Why are the funds available?
Capital budget in the amount of $450,000.00 is available to reprogram in the above-referenced
projects because it has disbursed for its intended use. It is projected that the final cost for the above-
referenced project will be lower than budgeted, and therefore some funds can be reprogrammed
from this project.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Since upgrades to the kitchen and HVAC system are essential parts of the Garnett Patterson
scope of work, other scope will need to be reduced in other areas of the project in order to fully
fund the essential items.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
