Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2023 capital funds in the amountof$1,600,000.00 within the
Department of General Services to cover costs related to the Fort Lincoln Recreation Center project
(owned by the Department of Parks and Recreation). The funds will be reprogrammed as outlined
on the attached attributes sheet.
Detailsofthe request are contained in the agency's submission. Thank you for your consideration

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Capital funds budget authority and allotment in the amount of $1,600,000 to fund the
Fort Lincoln Recreation Project. The project is owned by the Department of Parks and Recreation
(DPR) and implemented by the Department of General Services (DGS).
This reprogramming request will be used to offset higher than anticipated construction cost for the
Fort Lincoln Recreation Center project. Without this additional funding, a reduction in scope will
be necessary, requiring cutting more than 5,000 square feet of scope from the project, which could
endanger the inclusion of an early childhood education center that has been prioritized by the
Mayor.

The Department of Parks and Recreation intends to replenish $1,600,000 in Crummell funding by
allocating Land and Water Conservation Funds (LWCF), totaling the same amount towards the
project in FY 2024.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DPR or DGS’ budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

This is a request to reprogram capital budget, in the amount of $1,600,000.00 for the Fort Lincoln
Recreation Center project for the Department of Parks & Recreation (DPR)(Owner
AGY)/Department of General Services (DGS)(Implementing AGY).
Why are the funds needed?
This is a request to reprogram capital funds to the Fort Lincoln Recreation Center project (101123
/ RN0FPC) in the total amount of $1,600,000.00 to fund construction services. This
reprogramming will be used to offset higher than anticipated construction costs. For the past
several weeks, both DPR and DGS have been going through Value Engineering exercises and
negotiations with the Architect and the General Contractor and have been able to reduce the
funding amount needed down to $1,600,000.00. Additional reduction in scope would be necessary
to lower the funding delta, including cutting over 5,000 SF of scope from the project, potentially
endangering the inclusion of an early childhood education center that has been prioritized by the
Mayor.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
Funds will be reprogrammed FROM the following projects.

Why are the funds available?
Capital budget in the amount of $1,600,000.00 is available to reprogram in the above-referenced
project because the funding has not been disbursed for its intended use. The reprogramming will
ensure that the budget is disbursed for its intended use from the appropriate agency capital
project. There will be no impact on these projects since the work is complete, with no
outstanding or pending payments. DPR intends to replenish $1,600,000.00 in Crummell funding
by allocating Land and Water Conservation Funds (LWCF), totaling the same amount, towards
the project in FY2024.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
The Fort Lincoln Recreation Center project will not be able to be move forward, as the project
will not have the funds necessary to execute agreements to begin the work.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
