Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Contract No. DCEB-2023-C-2002 with Jacobs Engineering Group, Inc., in the amount
of $6,326,282.54. The periodof performance is from the dateof the award through September 30,
2026.
Under the proposed contract, Jacobs Engineering Group, Inc. will supply all labor, materials,
equipment, and supervision necessary to continue assistance with redevelopment of the St.
Elizabeth's East Campus Infrastructure. Jacobs Engineering Group, Inc. will also provide
construction management services to complete Stage 2, Phase 4 of the 13th Street Infrastructure;
Stage 2, Phase 8ofthe 13th Street Connector Project; and future development work in Stage 2,
Phases 9 and 10.

The Government of the District of Columbia, Office of the Deputy Mayor for Planning and
Economic Development (DMPED) has a need for an experienced Economic Development
Contractor to continue assistance with redevelopment of the St. Elizabeth’s East Campus
Infrastructure and construction management services to complete Stage 2 Phase 4 – 13th Street
Infrastructure and Stage 2 Phase 8 – 13th Street Connector Project in addition to future required
development work in phases 9 & 10.

(D) The date on which a competitive procurement for these goods or services was last conducted,
the date of the resulting award, and a detailed explanation of why a competitive procurement
is not feasible:
In June 2017, Jacobs Engineering Group, Inc. (formerly CH2M Hill DC, PC) was competitively
awarded a task order agreement via the District Department of Transportation (DDOT), IDIQ A&E
schedule to provide Phase I, Stage I (Infrastructure Improvements) construction and development
management services during the design, procurement and construction of the St. Elizabeths East
campus. This requirement, included obtaining permits, providing design plans for Department of
General Services (DGS), making recommendations to the project team when alternative solutions
were necessary, and assisting with design reviews and costs. These services were derived from the
2012 Master Plan and Design Guidelines for St. Elizabeths East produced by the D.C. Office of
Planning, in consultation with DMPED.
In early September 2019, Jacobs Engineering Group, Inc. (still, CH2M Hill DC, PC) was awarded a
second task order agreement to assist with the redevelopment of the northern portions of St.
Elizabeths East Campus in a Stage 2 Infrastructure Improvements program. The task order
agreement was subsequently modified to have them also perform Stage 2 B and C – 13th Street,
S.E. Infrastructure Improvement, including Storm and Sanitary Sewer Outfalls services.
In early June 2020, Jacobs Engineering Group, Inc. (still, CH2M Hill DC, PC) was awarded a sole
source contract to complete 100% design drawings for Stage 2A – Pecan Street SE Infrastructure
Improvements include all of Pecan Street SE (roadway and utilities) from the proposed signalized
intersection with Martin Luther King Jr Ave SE to 13th Street SE. In late June 2020, with Council
approval, Jacobs Engineering Group, Inc. was awarded a second sole source contract to complete
100% design drawings for one section of 13th Street, Stage 2B with outfalls.
In July 2021, Jacobs Engineering Group, Inc. was awarded another sole source contract to complete
Stage 2 Phase 3 Engineering Services During Construction (ESDC) for Pecan Street SE from MLK,
JR Ave SE to 13th St SE, including new public water services to existing hospital.
Jacobs Engineering Group, Inc.’s principal for the contract has been working to create the roadway
infrastructure plan for the campus for over ten (10) years. Jacobs Engineering Group, Inc. has also
created the Phasing and Staging system that DMPED has used to create a viable budget and
timeline for the project that fits with the development of the historic buildings, open space parcels,
and planned new hospital. Jacobs Engineering Group, Inc. has worked with DGS to spur movement
on the campus when there were challenges starting the infrastructure work.
The proposed Stage 2 Phases 4, 8, 9 and 10 will allow Jacobs Engineering Group, Inc. to continue
assistance with redevelopment of the St. Elizabeth’s East Campus Infrastructure and construction
management services to complete Stage 2 Phase 4 – 13th Street Infrastructure and Stage 2 Phase 8
– 13th Street Connector Project in addition to future required development work in phases 9 & 10.
Jacobs Engineering Group, Inc. has the ability to use the same methodology to continue the
roadway and utility improvement process, to prepare for the Cedar Hill Regional Medical Center,

the District Department of Behavioral Health and the additional housing and amenities that are
expected between now and mid-to-late 2026.
Jacobs Engineering Group, Inc. has historical knowledge of the St. Elizabeths East requirement.
They have the ability to begin the necessary work immediately as they have continuity regarding
stakeholder relations, project vision, and bridging the gap between strategy and implementation. A
new contractor is unlikely to possess the knowledge necessary to begin the project without a
learning curve or delays that may be caused while they familiarize themselves with the historical
content, should a competitive solicitation be issued.
(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:

(F) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:
Jacobs Engineering Group, Inc. (formerly CH2M Hill DC, PC) has been successfully administering
the redevelopment of the certain portions of St. Elizabeths East Campus. Jacobs Engineering
Group, Inc. is a global company that provides services in the water, transportation, environmental,
nuclear, infrastructure and government-services industries.
Since 2017, Jacobs Engineering Group, Inc. has performed, successfully, awarded contracts related
to the infrastructure support services for the St. Elizabeths East campus.
Jacobs Engineering Group, Inc. has brought to the District, the knowledge from its former and
ongoing projects and the experience and lessons-learned from its hands-on implementation of
infrastructure support services related projects around the world.
Given this depth of the experience globally and with the District and Federal government
departments and agencies, Jacobs Engineering Group, Inc. is highly qualified to perform the
requirements of the contract.
Jacobs Engineering Group, Inc. has maintained the same key personnel on the District’s projects
since its contract award, and continues to display organizational financial stability, stable personnel
and consistent performance on their contracts.
(G) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code § 2-218.01 et seq. (“Act”), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the

contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:
The Contractor’s subcontracting plans and dollar volume currently meets the minimum
requirements of the Act with the inclusion of ten (10) qualified SBE/CBE firms and a combined
total subcontracts dollar volume of Two Million Two Hundred Eighteen Thousand Nine Hundred
Three Dollars and Thirty Cents ($2,218,903.30).
(H) Performance standards and the expected outcome of the proposed contract:
The performance standards for the proposed contract are set forth in the contract. The Contractor is
expected to provide all labor, materials, equipment and supervision necessary to provide the required
infrastructure support services.
The proposed contract will assist DMPED in completing the necessary infrastructure service
requirements for the Cedar Hill Regional Medical Center, the District Department of Behavioral
Health, roadway connectivity from St. Elizabeths East to Alabama Avenue, SE and the additional
housing and retail amenities that are expected between now and 2026.
(I) The amount and date of any expenditure of funds by the District pursuant to the contract
prior to its submission to the Council for approval:
None
(J) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
The Agency Fiscal Officer has encumbered $6,326,282.54 in FY2023 to meet the obligation for this
contract. The funding source is capital funds.
(K) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:
The District of Columbia Office of the Attorney General (OAG) has reviewed and approved this
proposed contract for legal sufficiency.
(L) A certification that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
The contractor is current with its District and Federal taxes. A check of the Citywide Clean Hands
database reflects the contractor has no outstanding payment requirements.

(M) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:
The Contractor certifies that it is current with its District and Federal taxes, and that to its
knowledge and belief that it has not been determined to be in violation of, and currently is not and
will not be in violation D.C. Official Code § 1-1163.34a.
(N) The status of the proposed contractor as a certified local, small, or disadvantaged business
enterprise as defined in the Small, Local, and Disadvantaged Business Enterprise
Development and Assistance Act of 2005, as amended, D.C. Official Code § 2-218.01 et seq.:
The Contractor is not a CBE firm.
(O) Other aspects of the proposed contract that the Chief Procurement Officer considers
significant:
The Contractor, along with its qualified CBE subcontractors, is capable of fulfilling the District’s
requirement, and has the ability to begin the necessary work immediately as they have continuity
regarding stakeholder relations, project vision, and bridging the gap between strategy and
implementation.
(P) A statement indicating whether the proposed contractor is currently debarred from providing
services or goods to the District or federal government, the dates of the debarment, and the
reasons for debarment:
The Contractor does not appear on the Lists of Parties Excluded from Federal Procurement or Non-
Procurement Programs, nor is the Contractor the subject of a pending or completed suspension or
debarment action by the District of Columbia’s Office of Contracting and Procurement.
