Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
the proposed Modification No. M005 to Contract No. DCHBX-2023-C-0001 between Maximus
US Services, Inc. (Maximus), and the DC Health Benefit Exchange Authority (HBX), to exercise
option year one in the amount of $5,552,535.88. The period of performance is October 1, 2023
through September 30, 2024.
Under the contract, Maximus will provide operational support needed for a successful Exchange
Contact Center, through which District residents and small businesses receive quality technical
and enrollment support for DC Health Link.

The proposed contract action is to award a contract to Maximus US Services, Inc, in the amount
of $5,552,535.88, for the term October 1, 2023 through September 30, 2024. The purpose of this
contract is to provide District residents and small businesses with quality technical and
enrollment support for DC Health Link through the Exchange Contact Center (ECC). The ECC
roles and responsibilities are specified in the Affordable Care Act and the Heath Benefit
Exchange Authority Establishment Act of 2011. 1 The contractor will provide all the necessary
operational support needed for a successful ECC. Maximus US Services, Inc. will work closely
with HBX to continuously improve the quality of information and services provided to District
residents and small businesses.
