Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M00006 to Human Care Agreement No. CW72248 with National
Children’s Center, Inc. to exercise option year four in the not-to-exceed amount of $2,373,670.32.
The period of performance is from July 01, 2023 through June 30, 2024.
Under the proposed modification, National Children’s Center, Inc. shall continue to provide
residential expenses and services not covered by Medicaid for individuals with intellectual and
developmental disabilities.

The Office of the Chief Financial Officer hereby certifies that the sum of $596,660 is included in
the District's Local Budget and Financial Plan for Fiscal Year 2023 to fund the costs associated with
the Department on Disability Services’ human care agreement with National Children’s Center, Inc.
This certification supports the occupancy related expenses during the period from July 1, 2023,

14. Description of Amendment/Modification (Organized by UCF Section headings, including solicitation/contract subject matter where feasible.)
A. The Government of the District of Columbia hereby exercises its option to extend the term of Human Care Agreement
(HCA) No. CW72248 (DCJM-2019-H-0001-09), pursuant to Section F.3, Option to Extend Term of the Agreement,
for option year four (OY4) from July 1, 2023 through June 30, 2024.
B. The not-to-exceed HCA amount of OY4 is $2,373,670.32 .
C. Replace the Living Wage Act Notice effective July 1, 2021, with The Living Wage Act Notice effective January 1,
2023. The living wage effective January 1, 2023, until June 30, 2023 is $16.50 per hour. On July 1, 2023, the Living
Wage and the Minimum Wage Rates will increase to $17.00 per hour.
D. Replace the Living Wage Fact Sheet of July 1, 2021, with the Living Wage Fact Sheet of 2023 effective January 1, 2023.
E. Replace the U.S. Department of Labor Wage Determination No. 2015-4281, Revision No.1+, dated July 1, 2021,

F. Insert H.15 SPECIAL PROVISION RELATED TO CITY ADMINISTRATOR’S ORDER 2022-3
Contractors who provide goods or perform services in person in District of Columbia facilities or worksites (“On-site
Contractors”) shall ensure that each of their employees, agents, subcontractors, and supervised volunteers comply
with City Administrator’s Order 2022-3, Mask Requirements Inside Certain District Government Buildings and
Offices, dated April 14, 2022, and all substantially similar mask requirements including any modifications to the
Order, unless and until they are rescinded.
G. All other terms and conditions shall remain the same.
