To declare the existence of an emergency with respect to the need to approve Contract No.
GAGA-2019-C-0010 with Vision Security Solutions, LLC, Modification Nos. 5, 6, 8, 9,
10, 11, and 12 thereto, and Purchase Order Nos. PO614749-V4 and PO656346-V4 issued
thereunder, to provide video surveillance equipment and related support services to the
District of Columbia Public Schools, and to authorize payment for the goods and services
received and to be received under the contract, modifications, and purchase orders.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. GAGA-2019-C-0010 with Vision Security
Solutions, LLC Approval and Payment Authorization Emergency Declaration Resolution of
2023”.
Sec. 2. (a) There exists an immediate need to approve Contract No. GAGA-2019-C-0010
with Vision Security Solutions, LLC, Modification Nos. 5, 6, 8, 9, 10, 11, and 12 thereto, and
Purchase Order Nos. PO614749-V4 and PO656346-V4 to provide video surveillance equipment
and related support services to the District of Columbia Public Schools (“DCPS”), and to
authorize payment for the goods and services received and to be received under the contract,
modifications, and purchase orders.
(b) On May 21, 2019, DCPS awarded Contract No. GAGA-2019-C-0010 to Vision
Security Solutions, LLC, for the period May 21, 2019 through September 30, 2019, in the not-to-
exceed amount of $574,460.
(c) Modification Nos. 1, 2, 3, and 4 to Contract No. GAGA-2019-C-0010 cannot be
located.
(d) By PO614749-V4, DCPS exercised Option Year One of Contract No. GAGA-2019-
C-0010 for the period October 1, 2019 through September 30, 2020, in the not-to-exceed amount
of $1,306,808.
(e) By Modification No. 5, dated September 24, 2020, DCPS exercised Option Year Twp
of Contract No. GAGA-2019-C-0010 for the period October 1, 2020 through September 30,
2021 in the not-to-exceed amount of $1,379,175.
(f) By Modification No. 6, dated September 30, 2021, DCPS exercised a part of Option
Year 3 of Contract No. GAGA-2019-C-0010, for the period October 1, 2021 through December
31, 2021, in the not-to-exceed amount of $425,000.

(g) Modification No. 7 to Contract No. GAGA-2019-C-0010 cannot be located.
(h) By PO656346-V4, DCPS exercised the full Option Year Three of Contract No.
GAGA-2019-C-0010 for the period October 1, 2021 through September 30, 2022, in the not-to-
exceed amount of $1,530,905.
(i) By Modification No. 8, dated September 29, 2022, DCPS exercised a part of Option
Year Four of Contract No. GAGA-2019-C-0010, for the period October 1, 2022 through
December 31, 2022, in the not-to-exceed amount of $384,246.24.
(j) By Modification No. 9, dated December 23, 2022, DCPS exercised an additional part
of Option Year Four of Contract No. GAGA-2019-C-0010, for the period January 1, 2023
through March 31, 2023, in the additional not-to-exceed amount of $384,246.24.
(k) By Modification No. 10, dated March 15, 2023, DCPS exercised an additional part of
Option Year Four of Contract No. GAGA-2019-C-0010, for the period April 1, 2023 through
May 31, 2023, at no additional cost to the District.
(l) By Modification No. 11, dated May 23, 2023, DCPS exercised the remainder of
Option Year Four of Contract No. GAGA-2019-C-0010, for the period June 1, 2023 through
September 30, 2023, in the additional not-to-exceed amount of $768,597.52, thereby increasing
the total not-to-exceed amount for Option Year Four to $1,537,090.
(m) By Modification No. 12, dated May 31, 2023, Modification No. 11 was rescinded,
and DCPS reduced the term of Option Year Four, to end on June 30, 2023, instead of September
30, 2023, and reduced the total amount for Option Year Four from $1,537,090.00, by
$384,351.28, to $1,152,738.72.
(n) Council approval is required by section 451(b) of the District of Columbia Home Rule
Act, approved December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)), because
Option Year One, Option Year Two, Option Year Three, and Option Year Four are all in excess
of $1 million during separate 12-month periods.
(o) Approval is necessary to allow the continuation of these vital services.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the GAGA-2019-C-0010 with Vision
Security Solutions, LLC Approval and Payment Authorization Emergency Act of 2023 be
adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
