A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
June 6, 2023
To recognize, honor, and express gratitude to David Umansky for his years of service to the
District of Columbia on the occasion of his retirement from public service.
WHEREAS, David Umansky began his career as a reporter and columnist for the
Philadelphia Inquirer; he moved to the District of Columbia in the early 1970s; was a Presidential
Appointee in the Carter Administration and served as Administrative Assistant to a Member of
Congress; joined Burson Marstellar, now known as Burson Cohn & Wolfe, one of the world’s
largest communications agencies, where he was promoted to Senior Vice President in 1989; and
served as the Director of Communications for the Smithsonian Institution from 1994 to 2002;
WHEREAS, Mr. Umansky joined the Office of the Chief Financial Officer (OCFO) in
2008 as Public Affairs Officer; during his tenure, he developed the OCFO’s newsletter, The
BottomLine, to highlight OCFO employee achievements and build support for the agency’s
mission and initiatives;
WHEREAS, Mr. Umansky, as the OCFO’s Public Affairs Officer, developed relationships
with business groups, Advisory Neighborhood Commissions, and city-wide community
organizations to keep stakeholders informed about the OCFO’s activities; maintained
communications with media outlets to publicize the OCFO’s mission, activities and
accomplishments; and was instrumental in coordinating with entities within the District to
facilitate outreach efforts for District residents;
WHEREAS, Mr. Umansky represents the OCFO’s ideal of a public servant who strives
every day to provide the highest standard of service to residents, businesses, visitors and the
Government of the District of Columbia by being service driven with a strong work ethic;
motivated and mission focused; accountable; respectful of customers and co-workers; trustworthy
and team-Focused; empowered to achieve excellence; and results oriented, or SMARTER; and
WHEREAS, Mr. Umansky gained the respect and admiration of members in the legislative
and executive branches of the District government as a professional who delivered high-quality
service to the residents of the District of Columbia for fifteen years.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “David Umansky Ceremonial Recognition Resolution of 2023”.
Sec. 2. The Council recognizes David Umansky on the occasion of his retirement from the
OCFO and for the distinguished service and valuable contributions he has made to the District of
Columbia government.
Sec. 3. This resolution shall take effect immediately.
