Dear Chairman Mendelson:
Pursuant to D. C. Official Code § 2-352.02a, enclosed for consideration and approval by the
Council of the District of Columbia is proposed Modification No. 6 to Contract No. CFOPD-21-
C-001 with Fast Enterprise, LLC to exercise option year two (2) in the not to exceed amount of
$11,190,662.29. The period of performance is from July 1, 2023 to June 30, 2024.
Under the proposed modification, Fast Enterprise, LLC shall continue to provide maintenance and
support services and implement a system upgrade for the Modernized Integrated Tax System
(MITS) operating on the GenTax software on behalf of the Office of the Chief Information Officer.

COUNCIL CONTRACT SUMMARY
(OPTION)
Pursuant to Section 202(c-3) of the Procurement Practices Reform Act of 2010, as amended, D.C.
Official Code § 2-352.02(c-3), the following contract option summary is provided:
The proposed contractor, contract amount, contract term, and contract type:
Prime Contractor: Fast Enterprises, LLC
Subcontractor: Enlightened, Inc.
Contract Amount: The proposed amount for Option Year Two is
$11,190,662.29; and provides for the required Core21 system upgrade implementation
scope incorporated via Modification Five for enhanced functionality and security features
and provides for continued maintenance and support services for the Modernized Integrated
Tax System (MITS).
Unit and method of compensation: United States Dollars (USD) in accordance with
Section B, Pricing, of the contract.
Contract Term: The contract has a base period of one (1) year with nine (9), one (1) year
options.
Contract Type: Fixed Price
The identifying number of the underlying contract, including the identifiers assigned to the
underlying contract by the Council for the base period of the contract and any subsequent
option periods;
The Council of the District of Columbia approved the Base Year of contract CFOPD-21-C-001 via
CA24-0088 in the amount of $7,637,330.00, and Option Year One via CA24-0503 in the amount of
$8,230,297.42.
(3) A statement indicating that the contracting officer determined through the Citywide Clean
Hands Database that the contractor is current with its District taxes or has worked out and is
current with a payment schedule approved by the District, or that the contracting officer will
offset any outstanding amount pursuant to D.C. Official Code § 2-353.01(9):
A Citywide Clean Hands check was performed on Fast Enterprises, LLC and based on the results
provided the Contracting Officer has determined that Fast Enterprises, LLC is current. The Clean
Hands compliance document is included in this Council package.
(4) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

This memorandum is to certify that funding is available within the Office of the Chief Financial
Officer (OCFO) annual operating budget in the amount of $11,190,662.29. The vendor will
provide FAST Gentax maintenance and support service, along with the Core 21 upgrade
implementation and maintenance.
The proposed contract will cross fiscal years using local and capital funding. The FY2023 local
portion of $2,405,332.01 is within the appropriated budget authority for the agency. FY2024
local and capital funding of $8,785,330.28 is contingent upon the approval of the FY2024
Appropriated Budget.
The proposed contract is within the appropriated budget authority for the agency for the fiscal
year referenced. The proposed contract is consistent with the financial plan and budget that is
proposed for adoption in accordance with D.C. Code §47-392.01and §47-392.02.

2. Section C.3.XXII Core21 Upgrade Implementation is hereby incorporated as follows:
XXIII Core21 Upgrade Implementation
1. The Core21 implementation shall start January 2, 2024, and roll out September 30, 2024. This
implementation will span Option Year 2, from July 1, 2023, through June 30, 2024, and Option
Year 3, July 1, 2024, through June 30, 2025, and shall be invoiced quarterly over the Project
implementation period (January 2024 thru December 2024).
2. The total cost ofCore21 Upgrade Implementation is $5,000,000; split evenly between Option Year
2 and Option Year 3.
3. The Core2! Upgrade Implementation shall utilize resources from CLIN 25 (Resource Support
Services) as well as FAST dedicated resources from CLIN 26 (Core21 Upgrade Implementation)
for Core21. Resource Support Services shall maintain Production Support ensuring changes will
function as part ofCore21 as well as actively working on the Core21 implementation. OCIO will
prioritize requests that will have an impact on financial, customer service, or legislative deadlines to
mitigate or reduce risks to the Core21 Upgrade Implementation.
4. To ensure Core21 Implementation will roll out by September 30, 2024, the Contractor shall begin
preparatory activities with Resource Support Services and District staff prior to the start ofCore21
implementation.
5. The Contractor shall at a minimum utilize eight (8) FAST resources that shall be dedicated for
Core21 Implementation. These additional resources are to support the upgrade only. At most one
(1) dedicated resource for the Core21 Implementation will not have a requirement of GenTax
experience. The remaining dedicated Core 21 Resources shall have at least eighteen (18) months
experience with GenTax, working at one (1) or more Contractor sites unless mutually agreed and
approved by the Director, TSG.
6. The Contractor shall provide at least two (2) dedicated trainers, who are not subject to the
experience requirements, to deliver full training of the system and not limited to changes from the
Core21 Upgrade.
7. The following mandatory features of Core21 Upgrade shall be implemented during the ten (10)
month implementation timeline:
