To provide that D.C. Official Code § 47-355.02(3) shall not apply to the Chief Financial

       Officer’s approval of payments to Milestone Therapeutic Services, Inc. for the provision

       of occupational and physical therapy services for students with individualized education

       programs under PO687321.

       BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

act may be cited as the “Milestone Therapeutic Services, Inc. Purchase Order Payment

Emergency Act of 2023”.

        Sec. 2. (a) Notwithstanding D.C. Official Code § 47-355.02(3), the Chief Financial

Officer, or his designee, may approve disbursements for payment under Purchase Order

PO687321 in the not-to-exceed amount of $1,354,386.30 for the goods and services received and

to be received during the period from February 1, 2023 through June 30, 2023.

        (b) This section shall not be construed to waive any of the requirements of Chapter 3 of

Title 47 of D.C. Official Code on another District agency head, deputy agency head, agency

budget director, manager, or other employee with respect to penalties related to the approval or

disbursement of funds without appropriate authorization.

       Sec. 3. Fiscal impact statement.

       The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal

impact statement required by Section 4a of the General Legislative Procedures Act of 1975,

approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

       Sec. 4. Effective date.

       This act shall take effect following approval by the Mayor (or in the event of veto by the

Mayor, action by the Council to override the veto), and shall remain in effect for no longer than

90 days, as provided for emergency acts of the Council of the District of Columbia in section
