Dear Chairman Mendelson:
Pursuant to D.C. Code §2-352.02 (a)(1), I have enclosed for consideration by the Council of the
District of Columbia, the Council Contract Summary for a proposed contract, in the amount of
up to Fifteen Million Dollars ($15,000,000.00) between the District of Columbia Housing
Authority (“DCHA”) and Kadcon Corporation (“Kadcon”). This proposed contract is for on
call construction, repair and replacement services to be provided to DCHA to complete
immediate and ongoing repairs in DCHA’s portfolio of projects.
DCHA plans to enter into the contract with Kadcon for on call construction, repair and
replacement services using capital funds appropriated by the Council of the District of Columbia
in the FY23 budget.
DCHA partners through a cooperative business relationship with District of Columbia
Department of General Services (“DGS”) to purchase the necessary on call construction, repair
and replacement services from contractors selected for awards pursuant to a DGS Request for
Proposal (“RFP”) solicitation. DCHA selected Kadcon through a DGS RFP DCAM-22-CS-
RFP-0001 issued on October 14, 2021. DCHA determined that Kadcon met the technical
requirements of the DGS RFP and has relevant experience working on multifamily housing
projects similar to the housing developments owned by DCHA and therefore is qualified and
capable of providing DCHA’s required on call, construction, repair and replacement services.
Pending approval by the Council, DCHA proposes to award to Kadcon a four (4) year contract
to provide on call construction, repair and replacement services to DCHA.
Concurrently, I have also enclosed for consideration by the Council the Contract for Services
with Kadcon Corporation Contract No. DCHA CA-XI-B-2023 Approval Resolution of 2023.

COUNCIL CONTRACT SUMMARY
Pursuant to D.C. Official Code § 2-352.02(c), as amended, the following is provided:

(2) Description of the Goods and Services to be provided:
Pursuant to D.C. Official Code § 2-352.02(a)(1), as amended, I have enclosed for
consideration the Contract for Services DCHA CA-XI-B-2023 for various DCHA
properties in Washington, DC.
(3) A description of the selection process, including the number of offerors, the
evaluation criteria, the evaluation results, and the basis for selecting the proposed
contractor:
DCHA PMO and OCP require on call construction, repair and replacement
services to complete immediate and ongoing repairs to ensure safe, decent and habitable
unit conditions portfolio-wide.
To meet this need, DCHA intends to partner through a cooperative business relationship
with the District of Columbia Department of General Services
(DGS) to purchase the necessary on call construction, repair and replacement
services from contractors selected for awards pursuant to a DGS Solicitation
No. DCAM-21-CS-RFP-0001 for On Call Construction, Repair and
Replacement services (RFP). DGS issued the RFP on October 14, 2021 with
a solicitation closing date of November 4, 2021.
The RFP was advertised by posting to the DGS website. The RFP stated that
the goal of the RFP is to establish a roster of pre-qualified contractors that can
quickly compete for construction projects and that DGS may make multiple
awards and all work will be on an as needed basis and issued by Request for
Task Order Proposal authorized and released by project specific Task Order Agreements.
The solicitation included a Pre-proposal Conference on October 19, 2021, a
question period with DGS responses posted by addendum and an extension of
the proposal submission deadline until November 10, 2021.
Thirty-two (32), proposals were received in response to the solicitation. DGS
convened a 4-member Technical Evaluation Panel that reviewed proposals
both independently and by consensus based on the following criteria: (1)
Relevant Experience and Capabilities worth up to 20 Points; (2) Project
Management Plan worth up to 30 points; (3) Key Personnel worth up to 20
Points. In addition to the technical points, up to 12 additional points were
available for each Offeror based on its status as a Certified Business
Enterprise (“CBE”) as determined by the Department of Small and Local
Business Development (“DSLBD”). The DGS Contracting Officer reviewed
the Technical Evaluation Panels assessments and ratings for each Respondent.
Based on the results of the DGS evaluation process, DCHA determined that
Kadcon Corporation (“Kadcon”) met the technical requirements of the RFQ.
Kadcon was contacted by DCHA to request information regarding their
experience on housing/residential projects. Kadcon has demonstrated
relevant experience working on similar multifamily housing projects to those
required by DCHA and therefore is a qualified respondent capable of
providing the required construction management services for DCHA.
DCHA staff performed a review of the System for Award Management dated
January 13, 2023 and determined that Kadcon does not appear as debarred or
suspended on the Federal or the District’s Excluded Parties list.
DCHA determined that a Notice of Intent Award pursuant to the DGS RFP solicitation
was reasonable and the most expedient means to award services timely.
DCHA will fund the construction management services with capital funds set forth in
DCHA’s Fiscal Year 2023 District budget (HY0).
(4) Description of any bid protests related to the award of the contract.
None
(5) Description of any other contracts the proposed contractor is currently seeking or
holds with the District of Columbia
Kadcon currently has a contract with DGS.
(6) A summary of the subcontracting plan required under § 2-218.46, to include a
certification by the District that the subcontracting plan meets the minimum
requirements of § 2-218.01, and the dollar volume of the portion of the contract to
be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount.

(7) The amount and date of any expenditure of funds by the District pursuant to the
contract before its submission to the Council for approval.

(8) Background and qualifications of the proposed contractor:
Kadcon is a competent PM/CM firm with extensive experience working with public
housing and government clients. They provided a detailed statement of qualifications
highlighting their commitment to DC Government projects, including affordable housing
and multi-family housing. As a mid-sized firm with extra staffing capacity, they are well
positioned to quickly respond to the DCHA’s needs for this initiative.
(9) Performance standards and expected outcomes of the proposed contract:
DCHA determined that Kadcon met the technical requirements of the RFP and have
relevant experience working on the multifamily housing projects similar to the housing
projects owned by DCHA and therefore is a qualified respondent capable of providing
the required construction management services for DCHA.
DCHA expects Kadcon to comply with the District of Columbia Department of
Employment Services (DOES) Employment Agreement for 51% of District resident new
hires and First Source with DCHA Section 3 individuals having first access to job
openings and to have a mandatory SBE/CBE Subcontracting Plan, compliance, and
reporting, and hiring of District residents as apprentices and trainees and affirmative
action prior to, as part of and a condition of the contract award.
(10) Description of the funding source for the proposed agreement and a
certification that the proposed agreement is consistent with the
District's financial plan and budget:
DCHA will fund the construction management services with capital funds set forth
in DCHA’s Fiscal Year 2023 District budget (HY0).

authority for the agency for the fiscal year and is consistent with the financial plan
and budget adopted in accordance with §§ 47-392.01 and 47-392.02;

1. Procurement Process
In March 2022, the United States Department of Housing and Urban Development (HUD)
completed a DCHA On-Site Assessment and issued a report (“HUD Report”) requiring DCHA
to complete the corrective actions in the HUD Report by June 2023.
To simplify and expedite the procurement process to address the corrective actions in the HUD
Report, DCHA has partnered through a cooperative business relationship with the District of
Columbia Department of General Services (DGS) to purchase the necessary on call construction,
repair and replacement services from contractors selected for awards pursuant to solicitations
from DGS.
