To amend the Closing of Public Streets and Alleys and Dedication of Land for Public Street and
Alley Purposes Adjacent to Squares 3039, 3040, and 3043, S.O. 17-21093 and S.O. 17-
21094, Act of 2020 to authorize the Surveyor to record the street and alley closing and
dedication plats in multiple phases.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the “Closing of Public Streets and Alleys Adjacent to Squares 3039, 3040,
and 3043 Clarification Amendment Act of 2024”.
Sec. 2. Section 2 of the Closing of Public Streets and Alleys and Dedication of Land for
Public Street and Alley Purposes Adjacent to Squares 3039, 3040, and 3043, S.O. 17-21093 and
S.O. 17-21094, Act of 2020, effective March 16, 2021 (D.C. Law 23-239; 68 DCR 1482), is
amended by adding new subsections (c) and (d) to read as follows:
“(c) The Surveyor shall record the street and alley closing plats prescribed in subsection
(a) of this section and the street and alley dedication plats prescribed in subsection (b) of this
section in multiple phases; provided, that the plats submitted to the Surveyor conform with
Zoning Commission Order No. 16-12.
“(d)(1) If the condition in subsection (c) is satisfied, the Surveyor shall record the street
and alley closing plats and the street and alley dedication plats:
“(A) North of Morton Street, NW by December 31, 2023; and
“(B) South of Morton Street, NW, and the proposed eastern extension to
Morton Street, NW, by December 31, 2025.
“(2) The Surveyor may extend the dates prescribed in paragraph (1)(A) and (B) of
this subsection by 2 years.”.
Sec. 3. Fiscal impact statement.
The Council adopts the fiscal impact statement in the committee report as the fiscal
impact statement required by section 4a of the General Legislative Procedures Act of 1975,
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

Sec. 4. Effective Date.
This act shall take effect following approval by the Mayor (or in the event of veto by the
Mayor, action by the Council to override the veto) and a 30-day period of congressional review
as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)).
