A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
February 2, 2021
To celebrate Gary W. Hankins on the occasion of his retirement from the District of
Columbia Retirement Board and for all of the work he has done on behalf of the residents
of the District.
WHEREAS, Gary W. Hankins is a third-generation Washingtonian, who has given a
lifetime of service to the District of Columbia Metropolitan Police Department (MPD);
WHEREAS, Gary W. Hankins served in the United States Air Force from 1966 to 1970.
During his service, he graduated from the Joint Armed Services Information Institute and served
as a Public Information Officer. Mr. Hankins also served as Vice Chair of the Police Federal
Credit Union where he was first elected to that Board in 1989;
WHEREAS, Gary W. Hankins joined the Metropolitan Police Department in 1970 and
served for more than 22 years until 1992;
WHEREAS, Gary W. Hankins, as a member of the MPD, helped form the Fraternal
Order of Police-Metropolitan Police Labor Committee, which is the union for rank-and-file
officers. He was elected its Chair in 1980 and continued in that position until he retired in 1992.
Upon retirement from the MPD, he was elected president of the Fraternal Order of Police Lodge
D.C. #1;
WHEREAS, Gary W. Hankins was elected by special election in October, 2013 as the
Retired Police Officer Trustee of the District of Columbia Retirement Board, and he has served
as Vice Chair and Secretary of the Board. He also served as Chair of the Audit Committee, and
was a member of the Investments and Operations Committees; and
WHEREAS, throughout his tenure in the MPD and on the District of Columbia
Retirement Board, Gary W. Hankins exhibited integrity, rigor, and passion for the job.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Gary W. Hankins Retirement Ceremonial Recognition Resolution
of 2021.
Sec. 2. The Council honors Gary W. Hankins on the occasion of his retirement from the
District of Columbia Retirement Board and thanks him for the distinguished service and valuable

contributions he has made to the District of Columbia, its businesses, and its residents.
Sec. 3. This Resolution shall take effect immediately.
