Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code 1-
204.51) and the Procurement Practices Reform Act (D.C. Official Code 2-351.01 et seq.),
enclosed for consideration and approval by the Council of the District of Columbia is proposed
Modification No. MOOS to Contract No. CW62890 with PFC Associates, LLC, to exercise option
year two in the not-to-exceed amount of $17,510,257.79. The period of performance is from
August 22, 2020, through August 21, 2021.
Under the proposed modification, PFC Associates, LLC, shall continue to manage the day-to-day
operations of, and provide occupational healthcare and ancillary healthcare services at, the
District Police and Fire Clinic for all covered employees of the Metropolitan Police Department,
the Fire and Emergency Medical Services Department, the United States Park Police, the United
States Secret Service Uniformed Division, the D.C. Housing Authority, the DC Department of
the Environment, and the Protective Services Division of the Department of General Services .

agency for the fiscal year and is consistent with the financial plan and budget adopted in

The Metropolitan Police Department Agency Fiscal Officer has provided a memorandum dated
June 17, 2020, certifying the availability of adequate funds for $17,510,257.79 for Modification
No. 005 to exercise Option Year Two for the required services.

The Office of the Chief Financial Officer (OCFO) certifies available funding in the Metropolitan
Police Departments operating budget in the amount of $17,510,257.79 for the Medical Services
Contract with the Police and Fire Clinic (CW62890) for the period of August 22, 2020 to August
21, 2021. Funding for current Fiscal Year 2020 in the amount of $6,509,315 is available. Fiscal
Year 2021 funding in the amount of $11,000,942 is contingent on an approved budget.
Future orders above the funds available are contingent upon the identification of additional
funding.
