14   To order, on a temporary basis, the closing of a portion of Morton Street, N.W., adjacent to Squares
15          3039 and 3040, and the portions of the public alley system adjacent to Square 3039, S.O.
16          17-21093, in Ward 1; and to accept the dedication and designation of 6th Street, N.W.,
17          Luray Place, N.W., and an extension of Morton Street, N.W., adjacent to Squares 3039,
18          3040, and 3043, for public street purposes, and to accept the dedication of land adjacent to
19          Square 3039 for public alley purposes in Ward 1.

21          BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22   act may be cited as the Park Morton Modified Build-First Site Temporary Act of 2020.
23          Sec. 2. (a) Pursuant to section 404 of the District of Columbia Home Rule Act, approved
24   December 24, 1973 (87 Stat. 813; D.C. Official Code  1-204.04), and consistent with the Street
25   and Alley Closings and Acquisitions Procedures Act of 1982, effective March 10, 1983 (D.C. Law
26   4-201; D.C. Official Code  9-201.01 et seq.) (Act), the Council finds that a portion of Morton
27   Street, N.W., adjacent to Squares 3039 and 3040, and a portion of the public alley system adjacent
28   to Square 3039, as shown on the Surveyors plat filed under S.O. 17-21093, are unnecessary for
29   street and alley purposes and orders them closed, with title to the land to vest as shown on the
30   Surveyors plat.
31          (b) Pursuant to sections 302 and 401 of the Act (D.C. Official Code  9-203.02 and 9-
32   204.01) (Act), and notwithstanding the requirements set forth in sections 303, 304 and 402 of

33   the Act (D.C. Official Code  9-203.03, 9-203.04, and 9-204.02), the Council accepts the
34   dedications of the streets and alleys adjacent to Squares 3039, 3040, and 3043, as shown by the
35   hatch-marks on the Surveyors plat in S.O. 17-21094, and designates the new streets as 6th Street,
36   NW, Luray Place, NW, and an extension of exiting Morton Street, NW, respectively, as shown on
37   the Surveyors plats filed under S.O. 17-21094.
38          Sec. 3. (a) The approval by the Council of the closings in section 2(a) are contingent upon
39   the satisfaction of all the conditions set forth in the official file for S.O. 17-21093 prior to the
40   recordation of the closing plat by the Surveyor. (b) The approval of the dedications and
41   designations in section 2(b) are contingent upon the satisfaction of all the conditions set forth in
42   the official file for S.O. 17-21094 prior to the recordation of the dedications plat by the Surveyor.
43          Sec. 4. Transmittal.
44          The Council shall transmit a copy of this act, upon its effective date, to the Office of the
45   Surveyor and the Office of the Recorder of Deeds.
46          Sec. 5. Fiscal impact statement.
47          The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
48   statement required by section 4a of the General Legislative Procedures Act of 1975, approved
49   October 16, 2006 (120 Stat. 2038; D.C. Official Code  1-301.47a).
50          Sec. 6. Effective Date.
51          (a) This act shall take effect after approval by the Mayor (or in the event of veto by the
52   Mayor, action by the Council to override the veto), a 30-day period of congressional review as
53   provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
54   24, 1973 (87 Stat. 813; D.C. Official Code  1-206.02(c)(1)), and publication in the District of
55   Columbia Register.

56   (b) This act shall expire after 225 days of its having taken effect.
