* Created the Program Review Quality Control (PRQC) business component for the Office of Federal
Student Aid to provide quality assurance and internal controls of the practicesofinstitutional review
specialists, as well as govern the extent to which FSA comply with Title IV, HEA statute and
regulations,
Researched, developed and implementeda pilotof a series of testing checklists and templates used to
test compliance against the national standards and procedures for FSA programs, resulting in the
establishment of baseline tools and data for the quality improvement process for PIPSG.
Lead policy analyst and writer for multiple white papers to establish new processes, resulting in the
creation and consolidationofthree FSA compliance initiatives.
* Co-authored and analyzed state level data on student achievement for Office of Elementary and

announcement, determine the candidate sample, and facilitating all meetings with division directors.
Site visit reporting, findings analysis and evaluation developed to support process improvement efforts
with Division Directors across ten regions. As a result, directors have reported significant increase in
documentation and process improvement across the regions.
Contracts Officer Representative (COR) for two Program Compliance contracts established to support
the development of integrated data systems.
Assists the School Eligibility Services Group (SESG) in drafting, refining, and communicating

working collaboratively with contractor and competition manager; served as an application reviewer,
responsible for scoring, providing comments, and paneling; as well as panel monitor and facilitator for
the department, working to ensure the flow of conversation and compliance with panel guidelines,
Appointed to OESEs special projects Data Analyst team; developed by senior management to build
capacity to analyze and use the data collected from grantees.
Appointed to OESEs special projects Data Analyst team and the Performance Reporting and Analysis
Workgroup to increase capacity for developing performance measures particularly those associated

Lead preparer for the Office of Management and Budget (OMB) clearance package and process for the
development and design of the Consolidated State Performance Report (CSPR). The CSPR ensures
that required data collection needs for OESE compliance with department policies and regulations.
Coordinated and developedthe justification for changes to the Consolidated State Application
submission to OMB for clearance.
Serve as the lead data analyst responsible for generating, aggregating, and analyzing data reports for
the purpose of program performance reporting, program evaluation, and publication to Congress and
the general public.
Monitor and assess grantee performance related to program implementation and outcomes including
screening grant applications, as well as reviewing performance reports and budgets.

Kenneth Taylor
Dr. Kenneth Taylor is the Senior Quality Control Management
Analyst in the office Federal Student Aid (FSA) for the U.S.
Department ofEducation (ED). Prior to working for FSA, Dr. Taylor
served for five years as a Data Analyst managing the data for several
grant programs within the Office of Elementary and Secondary
Education (OESE).
Dr. Taylor is the Co-Founder of the Partnership for Educational
Growth Systems (PEGS), a firm designed to bridge the pipeline
between industry and minority youth in the Washington, DC
metropolitan area. Dr. Taylor has served as an educator for over 15 years, working at every level
from elementary, secondary, and higher education.
Before his tenure with ED, Dr. Taylor served as an Educational Research Director in the School
of Engineering (SOE) at Morgan State University (MSU) where he managed a team of
engineers, administrative staff, and students.
Dr. Taylor serves as the 1** Vice Polemarch (president)ofthe Alexandria-Fairfax (VA) alumni
chapter of Kappa Alpha Psi Fraternity, Inc. and the Vice-Chairmanofthe National Achievement
