Substitute House Bill No. 5577 amends Special Act 24-13 to facilitate the conveyance of a parcel of land, approximately 3 acres in size, to the town of Somers. Additionally, the bill outlines that the town of Somers must use the land for public safety purposes. If the town fails to use the land for these purposes, does not retain ownership, or leases any part of it, the parcel shall revert to the state of Connecticut. The Commissioner of Correction will retain an easement for a fire department staging area on the parcel, and the State Properties Review Board is required to complete its review of the conveyance within thirty days of receiving a proposed agreement from the Department of Administrative Services. The bill also clarifies that the land will remain under the care and control of the Commissioner of Correction until the conveyance is finalized.
