Senate Bill No. 468 requires the Secretary of the Office of Policy and Management (OPM) to conduct a review of reports that nonprofit human services providers must file with state agencies, starting by January 1, 2028, and every three years thereafter. This review will evaluate the number of reports, any overlapping information, the resources needed for their preparation, and their utility to state agencies. The bill mandates that state agencies and nonprofit providers supply necessary information for this review, and it empowers the OPM Secretary to eliminate or consolidate reports that are deemed overly burdensome or duplicative, unless they are essential for preventing fraud or mandated by federal or state law.

Furthermore, the bill establishes new payment requirements for private provider organizations, ensuring they receive payment for services within 45 days of submitting a properly completed claim or after the service is provided, whichever is later. It also repeals and substitutes subsection (d) of section 4-70b of the general statutes to incorporate these payment requirements and ensure compliance with established policies by state agencies. The bill clarifies the definition of private provider organizations as nonstate entities, including nonprofits and proprietary corporations or partnerships that receive state and potentially federal funds to provide direct health or human services. The changes are set to take effect on July 1, 2026.
