The General Assembly Raised Bill No. 320 establishes a working group within the Department of Energy and Environmental Protection, effective October 1, 2026. This group is tasked with studying and making recommendations on the siting and use of electric transmission facilities in the state, as well as long-term electric grid interconnection and capacity planning. The working group will investigate issues such as delays in the siting process, the need for enhancements to the electric grid, and equitable cost-sharing mechanisms for developers of distributed generation sources.

A report detailing the findings and recommendations of the working group is to be submitted to the relevant legislative committee by July 1, 2027. The bill includes new legal language to establish this working group and does not propose any deletions from current law.
