House Bill No. 5349, also known as Public Act No. 26-128, establishes a new police officer training program and modifies regulations regarding cash purchases. The bill mandates that by January 1, 2028, the Department of Emergency Services and Public Protection, in collaboration with the Police Officer Standards and Training Council, will create a one-day training program aimed at enhancing law enforcement retention and readiness. This program will include expert instruction, scenario-based exercises, and de-escalation skills, and will be accessible online. Additionally, the Commissioner of Emergency Services and Public Protection is required to submit an annual report on the program's status starting January 1, 2029.

The bill also introduces new provisions regarding cash transactions. It defines "cash" and outlines how merchants must calculate the total price for goods or services sold in-person, including all fees and taxes. Notably, if the total price ends in certain cents, it may be rounded to the nearest five cents for cash payments. However, this rounding does not apply to transactions where the total price is four cents or less or when payment is made through other means such as credit cards. Furthermore, the bill amends existing law to clarify that merchants cannot refuse cash payments or charge higher prices for cash transactions, except as specified in the new section.
