Substitute Senate Bill No. 157, also known as Public Act No. 26-25, amends the list of mandated reporters under section 17a-101 of the general statutes. The bill repeals the previous subsection (b) and replaces it with a new version that expands the definition of mandated reporters to include various professionals and individuals who work with children. Notably, it adds youth camp directors, assistant directors, and staff members of municipal agency-operated youth camps who are twenty-one years of age or older to the list of mandated reporters. Additionally, it removes the term "youth camp" from the previous language, instead specifying that these individuals are part of a youth camp as defined in section 19a-420.

Furthermore, the bill requires the Office of Early Childhood to submit a report by January 1, 2027, detailing various aspects of municipal youth camps in the state. This report will include information on the physical environment, the number and age range of children served, the number of employees, operating schedules, training requirements for emergency first aid or CPR, policies on medication administration, acceptance of child care assistance payments, employee hiring and training policies, criminal background checks, and compliance with regulatory requirements for youth camps. This initiative aims to enhance safety and oversight in municipal camp settings.
