Substitute House Bill No. 5146, also known as Special Act No. 26-7, mandates a study on the remediation and development of brownfields in the state. The brownfields working group, established under section 32-770 of the general statutes, will collaborate with the Commissioner of Economic and Community Development and the Commissioner of Energy and Environmental Protection to address various issues related to brownfield remediation, particularly those arising from the release-based cleanup program outlined in chapter 445b of the general statutes.
The bill allows the working group to request necessary data or information from the aforementioned commissioners to facilitate the study. A report detailing the findings of this study must be submitted to the relevant joint standing committees of the General Assembly by January 1, 2027. The bill does not include any deletions from current law but introduces new provisions to enhance the state's approach to brownfield issues.
