House Bill No. 7284, also known as Special Act No. 25-14, authorizes the Commissioner of Administrative Services to convey a parcel of state land, approximately 1.98 acres in size and identified as Lot 20 in Block 23 of the Preston Tax Assessor's Map, to the town of Preston. This land, located at 20 Route 117 and previously part of the Norwich State Hospital, will be transferred at a cost that covers only the administrative expenses associated with the conveyance. The transfer is contingent upon approval from the State Properties Review Board, which must complete its review within thirty days of receiving the proposed agreement from the Department of Administrative Services.
The town of Preston is required to utilize the land and any improvements for designated purposes such as open space, recreational activities, or farmers' market functions. If the town fails to use the land for these purposes, does not maintain ownership, or leases any part of the property, the land will revert back to the state of Connecticut. The bill also stipulates that the State Treasurer will execute any necessary deeds or instruments for the conveyance, which must include provisions to ensure compliance with the intended use of the property as outlined in the bill.
