Substitute House Bill No. 7283, also known as Special Act No. 25-27, authorizes the Commissioner of Administrative Services to convey a parcel of state land located at 92 Farmington Avenue in Hartford to the Capital Region Development Authority at no cost. This parcel, approximately 0.40 acres in size and identified as Lot 7 in Block 321 of the Hartford Tax Assessor's Map, will be conveyed following the removal of its contents and must occur within one year of the bill's effective date. The conveyance is contingent upon approval from the State Properties Review Board, which is required to complete its review within thirty days of receiving a proposed agreement from the Department of Administrative Services.
The Capital Region Development Authority is mandated to utilize the conveyed land and any improvements for housing or economic development purposes. Should the authority fail to develop the parcel within ten years of the conveyance, ownership will revert back to the state of Connecticut. The bill also stipulates that the State Treasurer will execute any necessary deeds or instruments for the conveyance, which must include provisions to fulfill the development requirements outlined in the bill.
