Substitute Senate Bill No. 1563, known as Special Act No. 25-28, authorizes the Commissioner of Transportation to convey four parcels of state land, totaling approximately 27.45 acres, to the town of North Canaan. This conveyance will occur at a cost equal to the administrative expenses associated with the transfer. The parcels are specifically identified on a map and include portions of various lots on the town's Tax Assessor's Maps. The conveyance is contingent upon the approval of the State Properties Review Board, and the exact size and area of the parcels will be determined by the Commissioner of Transportation.

The bill stipulates that the town of North Canaan must utilize the conveyed land for open space or nonprofit low-impact passive public recreation purposes. Should the town fail to adhere to these conditions—such as not using the land for the specified purposes, not retaining ownership, leasing, or subdividing the parcels—the land will revert back to the state of Connecticut. Additionally, the State Properties Review Board is required to complete its review of the conveyance within thirty days of receiving a proposed agreement from the Department of Transportation, and the land will remain under the department's care until the conveyance is finalized.
