Substitute Senate Bill No. 1564 amends a prior conveyance of a parcel of state land to the Catherine Violet Hubbard Foundation, Inc. The bill specifies that the Commissioner of Agriculture will convey approximately 34.44 acres of land in Newtown to the Foundation at a cost equal to the administrative expenses of the conveyance, subject to approval by the State Properties Review Board. The Foundation is required to use the land for purposes such as an animal sanctuary or wildlife preserve. If the Foundation fails to use the land for these purposes or does not retain ownership, the land will revert to the state.

Additionally, the bill introduces new provisions allowing the Foundation to commit part or all of the parcel as security for loans to finance the construction of facilities on the land. In the event of foreclosure due to default on such loans, the entity foreclosing must first offer the parcel to the state and then to the town of Newtown before selling it elsewhere. The bill also reserves a fifty-foot wide easement for state agricultural purposes along the northern boundary of the parcel and outlines the responsibilities of the State Properties Review Board and the Commissioner of Agriculture regarding the conveyance process.
