The proposed legislation, General Assembly Raised Bill No. 1413, aims to enhance inclusive educational opportunities for students with intellectual or developmental disabilities at the Connecticut State University System. Effective July 1, 2025, the Board of Regents for Higher Education is tasked with developing a comprehensive plan in collaboration with the Departments of Developmental Services, Social Services, and Education. This plan will outline an admission process that does not require standardized college entrance tests, high school graduation, or a minimum GPA. It will also identify various academic programs, including degree or certificate programs, occupational credentials, and credit-bearing or noncredit courses, all offered in an inclusive environment.
Additionally, the plan will address the availability of academic enrichment experiences, extracurricular activities, and individualized supports tailored to the unique needs of these students. This includes provisions for peer mentoring, assistive technology, and training for staff and faculty. The Board of Regents is required to submit the developed plan to the relevant legislative committee by January 1, 2026. The bill introduces new legal language regarding the establishment of these inclusive programs while deleting any existing requirements that may hinder access for students with disabilities.
