The General Assembly Raised Bill No. 1413 aims to enhance inclusive educational opportunities for students with intellectual or developmental disabilities within the Connecticut State University System. Effective July 1, 2025, the Board of Regents for Higher Education is tasked with developing a comprehensive plan in consultation with relevant state departments. This plan will outline an admission process that does not require standardized college entrance tests, high school graduation, or a minimum GPA. It will also identify various academic programs, including degree or certificate programs, occupational credentials, and credit-bearing or noncredit courses, all offered in an inclusive environment. Additionally, the plan will address the availability of academic enrichment, extracurricular activities, individualized supports, and necessary funding sources.

Furthermore, the bill mandates that by January 1, 2026, the Board of Regents must submit the developed plan to the joint standing committee of the General Assembly responsible for higher education and employment advancement. The bill introduces new legal language to establish this initiative while ensuring that the educational needs of students with disabilities are met through tailored supports and inclusive practices.
