Substitute Senate Bill No. 1410 establishes a task force aimed at supporting promise programs in the state, which are scholarship initiatives that provide additional resources such as mentoring and internships to enhance the academic success of recipients. The task force is tasked with studying options for a state-wide initiative to improve college access and success for students. This includes examining existing scholarship programs, identifying unmet student needs, and proposing strategies for expanding comprehensive scholarship services through public-private partnerships.

The task force will consist of various members appointed by legislative leaders and education officials, including representatives from promise programs in Hartford, New Haven, and Waterbury, as well as students, guidance counselors, and experts in higher education. Initial appointments must be made within thirty days of the bill's passage, and the task force is required to submit a report with findings and recommendations by January 1, 2026. The task force will dissolve upon submitting this report or on January 1, 2026, whichever is later. The bill does not include any deletions from current law.
