Senate Bill No. 1389, effective October 1, 2025, authorizes municipalities to enact ordinances that prohibit individuals from organizing, participating in, or observing street takeovers. A "street takeover" is defined as the act of blocking or impeding traffic on public highways or parking areas with the intent to create disorder or nuisance. The bill allows municipalities to seize and forfeit any motor vehicle involved in such violations, while also ensuring that the interests of vehicle owners or lienholders are protected if they were unaware of the vehicle's use in violation of the ordinance.

Additionally, any motor vehicle forfeited under this ordinance must be sold at a public auction, with the proceeds directed to the municipality's treasurer. These funds are to be deposited into the municipality's general fund or a designated special fund, specifically to support the local police department or the resident state trooper. The bill aims to provide municipalities with the tools to combat street takeovers while also generating potential revenue to enhance public safety resources.
