The General Assembly Raised Bill No. 7047, effective July 1, 2025, mandates that certain state departments must post job advertisements for vacant positions within ten days of the vacancy occurring. This requirement applies to positions not appointed by the Governor or a member of the General Assembly within the Department of Public Health, the Department of Children and Families, the Department of Mental Health and Addiction Services, the Department of Revenue Services, the Department of Correction, and the Labor Department, as well as teaching positions within the Technical Education and Career System. Importantly, the bill specifies that these provisions will not impact any existing collective bargaining agreements in effect as of July 1, 2025.

The bill introduces new legal language to ensure timely job postings while deleting any previous provisions that may conflict with this requirement. The intent of the bill is to enhance transparency and efficiency in the hiring process for state jobs, thereby improving the overall functioning of these departments.
