The proposed legislation, General Assembly Raised Bill No. 7025, aims to update the staffing methodology for teachers of visually impaired children by amending subsection (b) of section 17a-812 of the general statutes. The bill repeals the existing formula for determining the number of teachers needed, which credited six points for each child learning braille and one point for each other child, and replaces it with a more flexible approach. The new methodology allows the Commissioner of Aging and Disability Services to consider various factors, including the instruction levels in students' individualized education plans, geographical location, and other relevant caseload management factors when determining staffing needs.
Additionally, the bill expands the resources and support available to teachers of visually impaired children. It mandates that the Commissioner provide access to a braille and large print library, vision-related professional development, and training for paraeducators. The Commissioner is also authorized to employ certified teachers in sufficient numbers to meet service requests from school districts and to utilize funds for specialized materials and services for eligible children. Furthermore, if funding is insufficient in any fiscal year, the Commissioner may collect revenue from school districts on a per-student basis to cover the costs of these services. The changes are set to take effect on October 1, 2025.
