The Commissioner of Public Health is tasked with developing training materials by January 1, 2026, and facilities must ensure that staff complete this training within six months of hiring. The bill also allows the Commissioner to take disciplinary action against facilities that fail to comply with these provisions, while preserving the legal rights of residents to seek remedies.
