Substitute House Bill No. 6913, also known as Public Act No. 25-17, establishes protections against discrimination for residents of long-term care facilities, effective October 1, 2025. The bill defines "long-term care facility" to include nursing homes and managed residential communities with assisted living services. It prohibits discrimination based on various factors, including race, gender identity, sexual orientation, and disability, while allowing for exceptions based on clinically reasonable judgments. Facilities are required to prominently display a notice regarding their non-discrimination policy and provide contact information for the Office of the Long-Term Care Ombudsman for residents to file complaints.

Additionally, the bill mandates that long-term care facility staff receive training on cultural competency, particularly regarding residents who identify as LGBTQ+ or are living with HIV. The Commissioner of Public Health is tasked with developing training materials by January 1, 2026, and facilities must ensure staff complete this training within six months of hiring. The Commissioner also has the authority to take disciplinary action against facilities that fail to comply with these provisions. The bill does not limit any legal remedies available to residents.
