House Bill No. 6898 aims to eliminate the age requirement for drivers seeking a discount on their automobile insurance premiums after completing an approved accident prevention course. Currently, only drivers aged 60 and older are eligible for this discount. The bill removes the stipulation that a principal operator must have "attained the age of sixty years" to qualify for the premium reduction, thereby broadening eligibility for all drivers who successfully complete a DMV-approved course of at least four hours. The minimum discount remains at 5% and must be applicable for at least 24 months.
Additionally, the bill mandates the Insurance Commissioner to conduct a study comparing automobile liability insurance laws in Connecticut with those in other states, focusing on coverage issues and practices aimed at lowering premiums. This study is to be completed by February 1, 2026, and will incur a one-time cost of $50,000 to $75,000 for the Insurance Department. The provisions of the bill will take effect on October 1, 2025, except for the study requirement, which is effective immediately upon passage.
