House Bill No. 6898 aims to eliminate the age requirement for drivers seeking a discount on their automobile insurance premiums after completing an approved accident prevention course. Currently, only drivers aged 60 and older are eligible for this discount. The bill modifies section 38a-683 of the general statutes by removing the phrase "has attained the age of sixty years and," thereby allowing drivers of any age who successfully complete a DMV-approved course of at least four hours to qualify for a minimum 5% discount on their premiums, which must be maintained for at least 24 months. This change is set to take effect on October 1, 2025.

In addition to the age requirement modification, the bill mandates the Insurance Commissioner to conduct a study comparing Connecticut's automobile liability insurance laws with those of other states. This study will focus on coverage issues and practices aimed at reducing insurance premiums. The findings of this study are to be reported to the Insurance and Real Estate Committee by February 1, 2026. The study provision takes effect immediately upon passage, while the changes to the age requirement will be implemented later in 2025. The estimated cost for conducting the study is projected to be between $50,000 and $75,000.
