House Bill No. 6898 aims to eliminate the age requirement for drivers seeking a discount on their automobile insurance premiums after completing an approved accident prevention course. Currently, only drivers aged 60 and older are eligible for this discount. The bill removes the stipulation that a driver must be at least 60 years old, thereby broadening the eligibility for the discount, which must be at least 5% and applicable for a minimum of 24 months. Additionally, the bill mandates that the Department of Motor Vehicles (DMV) update its regulations regarding the content and requirements of these accident prevention courses to align with the removal of the age requirement.
Furthermore, the bill requires the Insurance Commissioner to conduct a study comparing automobile liability insurance laws in other states with those in Connecticut. This study will focus on coverage issues and practices aimed at reducing automobile liability insurance premiums. The findings of this study must be reported to the Insurance and Real Estate Committee by February 1, 2026. The bill is set to take effect on October 1, 2025, with the study provision effective immediately upon passage. The implementation of the study is expected to incur a one-time cost of $50,000 to $75,000 in fiscal year 2026.
