The proposed legislation, Substitute Bill No. 6722, aims to establish a grant program for veterans and their sponsors participating in apprenticeship programs. Effective July 1, 2025, the Commissioner of Consumer Protection, in collaboration with the Labor Commissioner and the executive director of the Technical Education and Career System, will create a program that allows veterans residing in the state and their sponsors to apply for reimbursement of certain fees. These fees include licensure, certification, registration, or tuition fees related to occupations and apprenticeships governed by the Technical Education and Career System or relevant boards and councils. The bill defines "veteran" as per section 27-103 of the general statutes.

Eligible reimbursements under the program include fees paid to the Department of Consumer Protection for examinations, initial licensure or certification, and annual renewals for five years following initial licensure, as well as fees paid to the Labor Department by sponsors for veterans in apprenticeship programs. Additionally, up to $1,000 in tuition fees charged by the Technical Education and Career System board for veterans will be reimbursed. The bill also mandates that a report detailing the program's applications and reimbursements be submitted to the General Assembly every six months, and it appropriates $100,000 from the General Fund for the program for the fiscal year ending June 30, 2026.
