House Bill No. 5730, also known as Public Act No. 25-83, establishes a Two-Generational Advisory Board aimed at promoting family economic self-sufficiency in low-income households through a comprehensive service delivery approach. The bill repeals subsection (d) of section 17b-112l of the general statutes and replaces it with new provisions that outline the composition and responsibilities of the board. The board will consist of various appointed members, including representatives from the General Assembly, business organizations, health experts, and parent or family leaders from low-income households. Notably, the bill mandates that at least one representative and scholar with expertise in racial equity and social justice be included, selected by the Commission on Women, Children, Seniors, Equity and Opportunity.
Additionally, the bill introduces staggered three-year terms for board members, ensuring that no more than one-third of the members' terms expire simultaneously. The terms will be structured so that members appointed before June 30, 2022, will have their terms end on June 30, 2026, while those appointed between June 30, 2022, and July 1, 2025, will have their terms end on June 30, 2028. Members appointed on or after July 1, 2025, will serve three-year terms from their appointment date. The Chief Court Administrator or their designee will serve as ex-officio members, and the staff of the Commission on Women, Children, Seniors, Equity and Opportunity will provide administrative support to the board.
