The resolution presented by the House of Representatives, Substitute House Joint Resolution No. 230, seeks to formally rescind previous applications made by the Connecticut General Assembly for an Article V convention to propose amendments to the U.S. Constitution. The two applications in question were made in 1949 and 1958, concerning the participation in a world federal government and the taxation of income of residents of one state by another state, respectively. The General Assembly no longer wishes for Congress to consider these applications, and upon passage of the resolution, the applications will be rescinded, canceled, voided, nullified, and superseded.

The resolution also instructs the Secretary of the State to transmit copies of this resolution to the Speaker and Clerk of the U.S. House of Representatives, the President and Secretary of the U.S. Senate, and each member of the Connecticut congressional delegation. The resolution requests that the full and complete text of this resolution be printed in the Congressional Record. The fiscal impact statement attached to the resolution indicates that there will be no fiscal impact on the state or municipal levels as a result of rescinding the calls for a federal constitutional convention.
