However, it does not include statements concerning only the internal management of any quasi-public agency that do not affect procedures available to the public, nor does it include intra-agency memoranda, unless otherwise provided by the general statutes. The fiscal impact statement attached to the bill indicates that there is no fiscal impact at the state or municipal level. The effective date for both sections is October 1, 2024, and the legislative commissioners have changed the title of the bill.
