Substitute House Bill No. 5432, also known as Special Act No. 24-2, establishes a working group tasked with developing an economic development and tourism plan for the greater Mystic area, which includes the towns of Groton, New London, and Stonington. The plan is to cover a range of topics, such as proposals for tourist destination projects, marketing initiatives, a multimodal transportation center, traffic congestion solutions, parking alternatives, dredging of local rivers, public safety, workforce development, tax revenue utilization, flood impact analysis, funding opportunities, and cost analysis for proposed projects.
The working group will consist of various members, including chairpersons and ranking members of the General Assembly's commerce committee, representatives from the eastern regional district, local businesses, hospitality, climate resilience advocates, local traffic authorities, historic districts, the Mashantucket Pequot Tribe, the Mohegan Tribe, tourist attractions, regional councils, town representatives, and commissioners from relevant state departments. The group is to consult with experts as needed, fill vacancies promptly, and is required to submit a report with findings and recommendations by January 1, 2025, to the General Assembly's committees on commerce, transportation, environment, and finance. The working group will dissolve after submitting the report or on January 1, 2025, whichever is later. The act was approved on May 30, 2024.
