House Bill No. 5467, Public Act No. 24-43, is an act concerning the expansion of access to juvenile delinquency records for the purpose of firearms background checks. This provision applies to firearm transfers both within the state and in other states, as required by Title II, Section 12001 of the Bipartisan Safer Communities Act, Public Law 117-159, as amended.

The bill also outlines the conditions under which these records can be disclosed to other parties, such as attorneys representing the child, parents or guardians, the subject of the record, law enforcement and prosecutorial officials conducting criminal investigations, state or federal agencies involved in financial matters related to juveniles, and members and employees of the Board of Pardons and Paroles, the Department of Correction, and the Judicial Review Council. The bill emphasizes that records disclosed under this subsection shall not be further disclosed, except under specific circumstances outlined in the bill or as provided by law.
