House Bill No. 5406, also known as File No. 366, is a legislative proposal to establish a task force dedicated to studying the state's transmission infrastructure and the potential use of grid enhancing technologies. These technologies include, but are not limited to, dynamic line rating, advanced power flow control, and topology optimization. The task force will consist of ten members with various expertise, including individuals with knowledge of existing electric transmission infrastructure, renewable energy, grid enhancing technologies, the regional transmission system, technologies used in the state's transmission system, and the environmental impact of updating or replacing electric transmission infrastructure. Additional members include the Commissioner of Energy and Environmental Protection or their designee, the chairperson of the Public Utilities Regulatory Authority or their designee, and representatives from electric distribution companies serving different numbers of cities and towns.
The bill outlines the process for appointing members to the task force, with all initial appointments to be made within thirty days of the bill's effective date. The speaker of the House of Representatives and the president pro tempore of the Senate will select the chairpersons of the task force from its members. The task force is required to hold its first meeting within sixty days of the bill's effective date and is supported by the administrative staff of the joint standing committee of the General Assembly with cognizance of matters relating to energy and technology. The task force must submit a report on its findings and recommendations to the joint standing committee by January 1, 2025, and will terminate upon submission of the report or on January 1, 2025, whichever is later. The bill specifies that there is no fiscal impact to the state or municipalities as the task force members are already experts on the topic. The bill is set to take effect from passage and creates a new section in the law.
