Substitute Senate Bill No. 343, Public Act No. 24-71, is an act concerning the membership of the Codes and Standards Committee and regulations regarding battery-charged security fences. The bill amends Section 29-251 of the general statutes by changing the composition of the Codes and Standards Committee from twenty-one to twenty-three members. The new members include additional builders and remodelers with specific expertise in single-family detached residential construction, multifamily residential construction, residential remodeling, and commercial construction. The bill also specifies that members, other than public members, must have at least ten years of practical experience in their respective professions or businesses. It allows the committee to employ assistants as necessary and states that members who fail to attend three consecutive meetings or half of all meetings in a calendar year are considered to have resigned.

The bill also introduces new provisions for battery-charged security fences, defining them as alarm systems with ancillary components used exclusively for charging the battery. It outlines specific requirements for such fences, including their location on non-residentially zoned property, height, and the need for conspicuous warning signs. Municipalities are prohibited from adopting or enforcing ordinances that require additional permits or fees for these fences beyond what is required for alarm systems, impose inconsistent installation or operational requirements, or prohibit the installation or use of battery-charged security fences. The act is effective from the date of passage, which is May 30, 2024.
