Substitute Senate Bill No. 293, also known as Public Act No. 24-2, is a legislative act concerning the redemption of out-of-state beverage containers. The bill amends Section 22a-245 of the general statutes by adding two new subsections, (g) and (h), which are effective immediately upon passage. Subsection (g) prohibits any person from attempting to obtain a refund value or handling fee for any empty beverage container if they know, or have reason to know, that the container was not originally sold in Connecticut as a filled beverage container or if the container has already been redeemed. This insertion aims to prevent the fraudulent redemption of beverage containers.

Subsection (h) requires dealers, redemption centers, and reverse vending machine operators to post a conspicuous "Redemption Warning" sign where empty containers are redeemed. The sign must use at least a one-inch font and state that returning empty beverage containers for a refund that were not purchased in Connecticut or that were previously redeemed is illegal. It also warns that violators may be subject to fines and state enforcement action, referencing Connecticut General Statutes section 22a-245. This insertion is designed to inform and deter individuals from engaging in the illegal redemption of beverage containers. The bill was approved on May 9, 2024.
