Raised Bill No. 145, introduced to the Committee on Housing, proposes the appropriation of funds for the Homeless Response System. The bill, effective from July 1, 2024, includes the allocation of $18,600,000 to the Department of Housing for housing and homeless services for the fiscal year ending June 30, 2025. Additionally, it appropriates $1,400,000 to the Department of Mental Health and Addiction Services for housing support for the same fiscal period.

The bill also requires the Commissioner of Housing and the Commissioner of Mental Health and Addiction Services to submit reports on the expenditure of the appropriated funds by October 1, 2025, to the joint standing committees of the General Assembly that oversee appropriations, budgets of state agencies, and housing. These reports must comply with the provisions of section 11-4a of the general statutes. The act introduces new sections to the law, effective July 1, 2024, and has received a joint favorable committee report from Housing (HSG) and Appropriations (APP).
