House Bill No. 6937, Special Act No. 23-28, is an act that amends a previous conveyance of state land to the New Haven Port Authority. The bill modifies the terms of the land conveyance, including the cost, area, and identification of the parcel. The cost of the land is now set at two hundred five thousand dollars, removing the previous limitation of "not to exceed" that amount. The area of the land has been updated from 0.8 acres to approximately .83 acres. The identification of the parcel has also been changed from "Lot 900 in Block 954 of city of New Haven Tax Assessor's Map 78" to "Parcel A Release Area = 3,349.2 ± m² (36,050 ± Sq. Ft.)" on a revised map entitled "Compilation Plan, Town of New Haven, Map Showing Land Released to New Haven Port Authority by the State of Connecticut Department of Transportation," with the latest revision dated March 1, 2023. The conveyance is subject to the approval of the State Properties Review Board.

Additionally, the bill modifies the conditions of use for the conveyed land. The previous version of the bill required the New Haven Port Authority to use the parcel specifically for supporting multimodal freight movement at the Port of New Haven and maintained a reversion clause should the Port Authority fail to use the land for that purpose or not retain ownership. These conditions have been deleted. Instead, the bill now states that the parcel is subject to an easement for existing utilities and an easement for sewer lateral in favor of the state. The State Properties Review Board must complete its review of the conveyance within thirty days of receiving a proposed agreement from the Department of Transportation. The State Treasurer is responsible for executing the necessary deed or instrument for conveyance, which must include provisions to carry out the purposes of the newly stated conditions in subsection (b). The Commissioner of Transportation is responsible for all other aspects of the conveyance. The act was approved on June 28, 2023.
