Substitute House Bill No. 6939, Special Act No. 23-27, is an act that authorizes the Board of Regents for Higher Education to convey two parcels of state land to the city of New Haven. The first parcel is approximately 5.23 acres, and the second is approximately 2 acres, both located in New Haven. The conveyance is to be made at a cost equal to the administrative costs of the transaction. The city of New Haven is required to use these parcels for economic development, municipal, utility, or institutional purposes and may sell or lease them for such purposes. If the city fails to use the parcels for these purposes within three years, or if there is a material breach in a memorandum of understanding with APT Foundation, Inc., the land will revert to the state. Any sale of the parcels must be at fair market value, determined by two independent appraisers, and proceeds from sales or leases are to be transferred to the State Treasurer for deposit in the General Fund.
The conveyance of the parcels is contingent upon several conditions: the city must convey a separate parcel of land to the state for the development of a new facility for transportation and automotive education, or there must be an agreement for a condominium or leasehold interest for such a facility within the city's Long Wharf Responsible Growth Plan, or another agreement that supports the Board of Regents for Higher Education's investment in transportation and automotive education as part of the "CSCU 2030" plan. The conveyance or agreement must occur within two years, with possible extensions. The State Properties Review Board must review and approve the conveyance, and the State Treasurer is responsible for executing the quit claim deed or conveyance instrument, with the chairperson of the Board of Regents handling all other aspects of the conveyance. The act was approved on June 28, 2023.
