The bill, Substitute Senate Bill No. 1250, concerns the reconveyance of a parcel of state land in the city of Middletown. The bill repeals Section 17 of public act 05-279 and substitutes new provisions effective July 1, 2023. The new provisions include the conveyance of a parcel of land, approximately ten acres in size, which had previously been sold to the Shiloh Baptist Community Development Corporation and has since reverted to the state of Connecticut. The Commissioner of Administrative Services is now responsible for conveying the land back to the Shiloh Baptist Community Development Corporation at a cost equal to the administrative costs of the conveyance, subject to the approval of the State Properties Review Board. The bill removes the requirement for the Commissioner of Public Works to act on behalf of the Commissioner of Children and Families, as well as the potential need for superior court approval to remove any restrictions on the conveyance.

Furthermore, the bill stipulates that the Shiloh Baptist Community Development Corporation must use the parcel for moderate-income housing and recreational or community facilities open to the public by June 30, 2028. These facilities must comply with all nondiscrimination requirements concerning occupancy and use, and cannot be used for religious teaching or practices. If the land is not used for the specified purposes by the deadline or if the facilities do not comply with the nondiscrimination requirements at any time after the conveyance, the land will revert to the state of Connecticut. The bill also updates the reverter provisions, extinguishing any prior reverter provisions recorded on the city of Middletown land records. The State Properties Review Board must review the conveyance within thirty days of receiving a proposed agreement from the Department of Administrative Services, and the State Treasurer is responsible for executing and delivering the necessary deed or instrument for conveyance. The Commissioner of Administrative Services has sole responsibility for all other aspects of the conveyance.
