Substitute House Bill No. 6899, now Public Act No. 23-165, mandates that the Commissioner of Education submit a biennial report to the legislative Office of Fiscal Analysis containing specific data about students from the state-wide public school information system. This data will include details such as grade, resident municipality, reporting district, facilities attended, eligibility for free or reduced-price lunch, English language learner status, special program status, and whether the student is enrolled at no expense to the resident municipality. Importantly, the report will not include any personally identifiable information, such as student names or unique identifiers.
The bill specifies that the report must be submitted twice a year: once between February 2 and February 15 for the current school year's data, and again by August 30 for the previous school year's data. The data must be provided on compatible magnetic media as determined by the legislative Office of Fiscal Analysis in consultation with the Commissioner of Education. Furthermore, the information in the report is restricted to use by employees of the legislative Office of Fiscal Analysis solely for research and reporting purposes, with strict prohibitions against disclosing any information that could identify individual students.
