The resolution proposes a constitutional amendment to allow 16-year-old citizens of the state to apply for admission as electors, with the understanding that they will be fully admitted as electors when they reach the age of 18, provided they apply in accordance with state law and are otherwise qualified. The current state constitution allows citizens to apply for admission as electors if they will turn 18 by the day of a regular election. The amendment also maintains that 17-year-olds who have applied and qualified for admission as electors and will turn 18 by the day of a regular election may vote in the primary for that election.
The resolution specifies that the proposed amendment will be presented to voters with the ballot designation: "Shall the Constitution of the State be amended to allow preregistration to vote for citizens who are sixteen years old, with such citizens becoming fully registered to vote on their eighteenth birthday?" The amendment will be placed on the 2024 general election ballot if it passes with at least three-fourths of the membership of each house of the General Assembly. If it passes with a majority but less than three-fourths, it will be referred to the 2025 legislative session and, if approved, will appear on the 2026 general election ballot. If a majority of voters in the general election approve it, the amendment will become part of the state constitution. The resolution has no fiscal impact on the state or municipalities.
