This bill, House Bill No. 6677, concerns adult day centers and makes several changes to current law. Section 1 of the bill requires the Commissioner of Social Services to develop a plan to increase the number of persons eligible to receive adult day services under the Connecticut home-care program for the elderly. The plan must include recommendations to lower the age eligibility requirements for participation in the program, amend the Medicaid state plan to lower the age eligibility requirements, increase rates of Medicaid reimbursement to adult day centers for transportation costs, and establish a program of all-inclusive care for the elderly. The commissioner must report on this plan by February 1, 2024.

Section 2 of the bill repeals and replaces Section 17b-428 of the general statutes. The new language includes definitions for terms such as "PACE program" and "eligible individual." It also allows the commissioner to submit a Medicaid state plan amendment to add PACE program services to eligible individuals in the state. The Department of Social Services will be responsible for administering PACE program agreement services and making payments for PACE program services from funds appropriated to the Medicaid account. The commissioner may adopt regulations to implement these provisions. Section 3 of the bill repeals Section 17b-28c of the general statutes.
